This technical note, developed under the INTERACT-Bio project by ICLEI and partners, provides strategic recommendations for integrating ecosystem services into Brazil’s National Urban Development Policy (PNDU). Aimed at municipal and metropolitan planners and public agents, the resource offers a comprehensive methodological framework to guide the inclusion of ecosystem services in city-region territorial planning. It includes reflections on legal instruments, case studies from Brazil, Colombia, and Spain, proposed planning steps, financing mechanisms such as environmental compensation and payment for ecosystem services, and governance recommendations. The guidance emphasizes multiscale analysis, intergovernmental cooperation, and tailored implementation strategies to enhance resilience, sustainability, and biodiversity across urban and regional development contexts.
